Kings Community Action Organization (KCAO) is embarking on an ambitious journey to combat food insecurity and homelessness in Kings County. This state-of-the-art facility, a first of its kind in California, will offer critical services under one roof at the corner of 10th Avenue and Hanford-Armona Road in Hanford, California.

Building Phases

  • Phase 1: Shelter

    A 200-bed low-barrier emergency shelter will operate 24/7, offering a safe haven for individuals experiencing homelessness. It will prioritize accessibility and dignity while providing onsite mental health support, substance use services, and job training to address immediate needs and promote long-term stability.

  • Phase 2: Centralize Kitchen & Navigation Center

    Establish a centralized kitchen and housing navigation center—providing nutritious meals for vulnerable populations, including children in KCAO programs, and offering critical support to help individuals transition into permanent housing.

  • Phase 3: Food Bank & Community Pantry

    Establish a community pantry and food bank with expanded dry and cold storage capacity—strengthening countywide distribution and increasing access to nutritious food for low-income families and vulnerable populations.

Phase 1: Shelter

Cost: $8,551,553
Phase Size: 19,200sqft

The initial phase will concentrate on the establishment of a low-barrier emergency shelter, designed to accommodate up to 200 individuals. This shelter will operate around the clock, providing immediate assistance to those experiencing homelessness and creating a safe, welcoming environment. The design will emphasize accessibility and comfort, ensuring that individuals can find respite and support as they work towards stability. Furthermore, those utilizing the shelter will have access to onsite services, including mental health support, substance use treatment, and job training. These services are essential for addressing both the immediate and long-term needs of the homeless population.

Objective: Develop a Low Barrier Shelter to reduce the number of unsheltered homeless individuals in our community.

The second phase of the project will focus on the establishment of a centralized kitchen and a housing navigation center. The kitchen will be designed to prepare meals for vulnerable populations, including children enrolled in KCAO's early childhood educational services, thereby enhancing the overall well-being of community members. Concurrently, the housing navigation center will function as an essential resource for individuals seeking permanent housing solutions, providing guidance and support to facilitate their transition out of homelessness.

Objective: Establish a centralized kitchen and housing navigation center to provide meals for vulnerable populations and support individuals in transitioning to permanent housing.

This food bank will operate effectively to distribute essential resources to those in need, addressing the increasing demands of the community by ensuring access to vital food items.

Objective: Expand the KCAO Food Bank to address food insecurity by providing access to surplus food for low-income families and vulnerable populations.

  • 7/31/24 Site plan for Food bank service center will be presented before city of Hanford

  • 7/25/24 KCAO submitted Food bank service center project into HUD Environmental Review Online System as part of federal funding requirement

  • 6/22/24 KCAO submitted $700,000 request for Housing and Homelessness Incentive Program from the Medi-Cal Managed Care Plans

  • 6/25/24 Executed agreement with 4 Creeks for the provision of Architectual services for the food bank service center

  • 6/18/24 KCAO receives $612,426 from County Board of Supervisors to support the KCAO Food Bank Service Center

  • 5/2024 Submitted City of Hanford CDBG for $200,000

  • 3/2024 to 6/2024 Worked with architect on schematic design

2023

  • Completed Resiliency Centers grant application (Did not receive the grant but was ranked 17 of 86 applicants, top 16 made it to the interview round)
